Other Activities:

National Personnel Managers Union carries out a number of surveys and projects, each of them being of practical use for its members. The projects not only assist in the work of HR managers, they also help to develop the profession on the whole NPMU regularly holds regional events - round table discussions and workshops - for HR managers of several companies from one Russian region, who share practical experience with their colleagues, get acquainted with new approaches and ideas of practical HR management.

Economy

  • Real GDP growth: 6.8% for 2006, forecast for 2007 - 6.2 %
  • Inflation rate: 9% for 2006
  • Trends: Economic situation is improving

Politics

  • Party in power: United Russia, absolute majority in the State Duma since the election in 2004
  • Changes over the last 12 months: Before the elections in 2008 political parties have increased their activity, proposing changes in the field of taxation, social security contribution, etc. Some parties have formed coalitions to be represented at the future elections, but there is still no real alternative to United Russia.
  • Major issues on the agenda: Approving of some socially-attractive laws, among them increase of minimum wages and its equalization to the living wage. Changing the higher education system, etc.

Labour market

  • Employment rate: 5.1 bn people or 6.9% of economically active citizens
  • Unemployment rate: 74.3 bn people or 52% of the total number of Russian citizens
  • Job growth: Job growth has come up in such areas as non-material services, retail and wholesale, construction.
  • Skills shortages: Skills shortages have come up in the area of engineering, there is bad lack of experienced workers, doctors, nurses, teachers, in some regions - IT specialists.
  • Rate of pay increases: Pay increases are observed for the deficit jobs. Workers – 10-20%, district doctors – 200% (up to 1000USD), nurses – 150%, secondary school teachers – 20%.

HR issues

  • New employment legislation: New Employment law was adopted on October 2, 2006. Maternity leave and sick absence payments have been changed in January 2007.
  • New government initiatives: Tax reform, health care system, pension system
  • Trends to notice: M&A, staff reduction, demographic development
  • News: In 2006 the NPMU has worked out Professional Standards for HR managers in Russia. At present the Standards are being approved by the NPMU members by vote.

Taxation and social insurance law

  • Social security contribution: Social security contribution: 26%
  • Tax rate: Income tax 13%, VAT 18%. There are parliament discussions under way about implementation of progressive income tax scale: from none for low-paid citizens to 30%.
